A small hint
Follow one arc at a time across each row. The outer arc and inner arc turn in different directions. Look for the same rhythm in every row.
Read the pattern in words
Each tile has an outer arc and an inner arc. Read the rows from left to right. Angles are clockwise quarter-turns from the original shapes.
- Row 1: outer 0, inner 0; outer 3, inner 1; outer 2, inner 2.
- Row 2: outer 1, inner 2; outer 0, inner 3; outer 3, inner 0.
- Row 3: outer 2, inner 0; outer 1, inner 1; missing.
